General Manager, Phillip K. Gage
Phillip “Phil” K. Gage serves as the General Manager of Green Valley Special Utility District (GVSUD) since June 2024. As the General Manager, Mr. Gage reports to the Board of Directors as the principle executive spearheading strategic development and growth, resource management and fiscal responsibility, and developing a customer centric culture of service for the District.

District Engineer/Assistant General Manager, Travis Basham
Travis Basham serves as the District Engineer and Assistant General Manager of Green Valley Special Utility District (GVSUD) since September 2024. As a District Engineer and Assistant General Manager, Travis works closely with the General Manager to develop and implement the design and construction of capital improvement projects, oversees water resource planning and provides operational assistance on technical procedures and issues related to existing Green Valley SUD facilities. He evaluates and expands the GVSUD strategic business alliances, oversees activities for new services and projects, and the acquisition of property and permits. Travis has more than 10 years of experience in providing engineering and construction services related to water resources, public works, and residential development projects. Travis received a B.S. in Construction Engineering from the University of Southern Mississippi.

Financial Controller, Gina Buntin
Gina Buntin serves as the Financial Controller of Green Valley since May 2024. As the financial controller she oversees the Accounting, HR, and Purchasing functions for GVSUD. Gina received her BBA in Accounting from St. Mary’s University in 2006 and her MBA from St. Mary’s University in 2008. Gina works closely with the General Manager to ensure compliance is being met for finance, accounting, and labor laws.

Operations Manager, Brian Plover
Brian Plover serves as Operations Manager of Green Valley Special Utility District (GVSUD) since May 2025. As the Operations Manager, Brian oversees all aspects of operations for GVSUD ranging from water production/distribution, system maintenance, wastewater collection/treatment, equipment maintenance/serviceability and overall facility management. Brian works closely with the General Manager on implementation of the strategic plan and execution of all daily operations.

Business Manager, Kim Hutcheson
Kimberly “Kim” Hutcheson serves as the Business Manager of Green Valley Special Utility District (GVSUD) since April 2019. As our Business Manager, Kim Hutcheson oversees Customer Service, Billing, and Meter Department. Kim works closely with the General Manager to develop strategic plans, allocate resources efficiently, and ensure exceptional customer service.
